KUNENE REGIONAL COUNCIL OFFICE OF THE CHIEF REGIONAL OFFICER Public Notice Call for Expression of Interest- Appointment of External Independent Audit Committee Members 1. In terms of Section 28 (1) h of the Regional Council Act, Act No 22 of 1992, Kunene Regional Council is mandated to establish from time to time such committees as it may deem necessary to advise it in the exercise of any of its powers or the performance of any of it duties or functions and may appoint such members or such other persons as it may deem fit to be members of such committees. Further, the State Finance Act, Act No.31 of 1991, Section 14 mandate that the Treasury may designate as Internal Auditor or Auditors any officers or officers of the Ministry of Finance to carry out investigations at Ministries, Public Offices and Statutory Institutions in connection with any matter relating to the functions of the Treasury and to determine whether the provisions of this principle Act or any instructions issued under section 24 of this Act have been or are being complied with. 2. It is against this legal provision that, Kunene Regional Council is seeking for Expression of Interest from qualified members of the public, Namibians, to serve as members of the Audit committee for three years term, commencing on the date of appointment, as per Regional Council Act, Act 22 of 1992, Section 28 (1) h. 3. The committee will provide independent oversight, assurance and assistance to Kunene Regional Council on risk management, control, governance and external accountability responsibilities. The committee operates to ensure there is an adequate and effective system of internal control through (Kunene Regional Council) and to assist in the operations and implementation of the Internal Audit Plan. Committee members should have knowledge of Regional and Local Government, strong communication skills, high level of personal integrity and ethics, high level of financial literacy, and if possible accounting, financial, auditing, legal compliance and risk management experience or qualifications.
