Prompted by this desire, a draft Bill known as “Electronic Transactions and Cybercrime Bill” was formulated. This Bill’s main objectives are to provide for a general framework for the promotion of the use of electronic transactions in government services and private contracts; to provide for the legal recognition of electronic transactions; to provide for the admission of electronic evidence; to provide for consumer protection in electronic commerce; to regulate the liability of service providers for actions of their clients; to provide for the protection of critical and important data; to create certain offences; to create certain powers for the investigation of offences and to provide for matters incidental thereto. Furthermore, in nutshell, the Bill aims to: • Promote e-government services and electronic commerce and communications with public and private bodies, institutions and citizens; • Develop a safe, secure and effective environment for the consumer, business and public agencies or bodies to conduct and use electronic transactions. The above mentioned Bill was ready for tabling in Parliament on the 18 February 2017 and was withdrawn for further Public consultation. It is against this background that the Ministry of ICT is inviting the public and interested parties to attend the National Consultative Workshop. The purpose of the workshop is to allow the public to provide comments and inputs on the Draft Bill. The National Workshop is scheduled for 12 September 2017 at NIPAM from 09h00 - 17h00.
