16 ADVERT Wednesday, January 31 2018 | NEW ERA ENVIRONMENTAL IMPACT ASSESSMENT Call for Nominations to the National Indigenous Knowledge Systems Council & National Space Science Council The National Commission on Research, Science, and Technology (NCRST) is established in terms of Section 4 of the Research, Science, and Technology Act, 2004 (Act 23 of 2004) to provide for the promotion, co-ordination and development of research, science, and technology in Namibia. The National Indigenous Knowledge Systems Council (NIKSC) and National Space Science Council (NSSC) are established as bodies of the NCRST in terms of Section 19(1) of the Research, Science, and Technology Act 23 of 2004. The NCRST herewith invites nominations for individuals with the requisite expertise to serve on the following councils. NOTICE TO ALL INTERESTED AND AFFECTED PARTIES Notice is hereby given to all potentially Interested and/or Affected Parties (I&APs) that an application will be made to the Environmental Commissioner in terms of the Environmental Management Act (No. 7 of 2007) and the Environmental Impact Assessment Regulations (GN. PUBLIC NOTICE Erection of Illegal Structures next to Proclaimed Public Roads The general public is herewith advised that the erection of structures of any kind, whether of a temporary nature (e.g. “zinc” structures) or of a permanent nature (e.g. brick structures on foundations), within the road reserve of a proclaimed public road without the necessary permission is illegal in accordance with relevant legislation. Proclaimed public roads, such as trunk, main and district roads, generally have a road reserve width of 60 metres, measured 30 metres to either side of the road centerline. The road reserves of these roads fall under the jurisdiction of the Roads Authority. Section 37 of the Roads Ordinance, 1972 (Ordinance 17 of 1972) states that no person may infringe a proclaimed road reserve by erecting or introducing inter alia any building or structure therein without the necessary permission. In the case of an illegal structure, the Ordinance states that the relevant authority may take the necessary steps to instruct any person, who has erected such a structure within the road reserve of a proclaimed road to, without delay, remove such structure. Should such illegal structure not be removed as instructed, the Ordinance states that the relevant authority may then make the necessary arrangements to have it removed and recover the cost of such removal from the person who has erected the structure. Section 37 of the Ordinance further states that any person erecting a structure in the road reserve of a proclaimed road without the necessary permission, or refusing or failing to comply with the instructions of the relevant authority, will be guilty of an offence.
